A Washington, D.C. man was arrested Thursday after allegedly impersonating a federal law enforcement officer and threatening a Hispanic woman for sexual favors.
Victor Antonio Reed, 26, is facing 11 charges after detectives from Maryland’s Prince George’s County Police identified him as the suspect in a sexual assault that had occurred Tuesday around 8 p.m. in a shopping center parking lot in Oxon Hill.
According to the PGPD, “On June 13, 2023, at approximately 8:15 pm, detectives were notified of a sexual assault that had just occurred in a shopping center parking lot in the 5400 block of Saint Barnabas road. the preliminary investigation revealed Reed approached the victim, an adult Hispanic female, as she walked in the parking lot.”
“Reed displayed a badge and identified himself as an agent with U.S. Immigrations and Customs Enforcement and instructed her to get into his car or face deportation,” the press release continued. “Once inside of his vehicle, Reed sexually assaulted her. She was eventually allowed to leave Reed’s car and call for help.”

Reporting on the incident, Fox News detailed that after the victim had allegedly been shown the fake badge and had been told to sit in Reed’s car, he was said to have shown her videos of ICE officers arresting illegal aliens. She offered him $100, which he accepted before demanding she perform oral sex on him before he would actually let her go.
Initially, the victim reportedly refused until Reed showed her a firearm in the backseat, a threat that ultimately led her to comply with his demand. After, reports alleged he continued to assault her before she was allowed to leave.
Included in the PGPD release was a statement from ICE Enforcement and Removal Operations (ERO) Baltimore Acting Field Office Director Darius Reeves who said, “ICE ERO Baltimore takes a victim-centered approach to immigration enforcement in order to facilitate access to justice and victim-based immigration benefits by noncitizen crime victims. Absent exceptional circumstances, ICE will refrain from taking civil immigration enforcement action against victims of crime who come forward with pertinent information.”
Echoing Reeves’ message, PGPD Captain Saul Serpas spoke with WJLA and made clear to the public that it is entirely acceptable to verify an officer’s identification.
“Unfortunately, we see this a lot in the Hispanic community or immigrant communities. The issue of law enforcement or ICE is used against them, and their immigration status [is used against them]. A lot of the time they cooperate believing that said person is a legitimate law enforcement officer or agent,” he said.
“The first step is to check their uniform to make sure it’s a legitimate uniform,” Serpas noted. “The second step is to verify an identification with a picture, law-enforcement agency, title and name of the individual.”
Reed is facing 11 charges that include “first and second degree rape, impersonating a law enforcement officer, a firearms offense and additional charges. He is in the custody of the Department of Corrections.”
