Environmental Protection Agency (EPA) administrator Lee Zeldin announced Wednesday that he’s found $20 billion that the Biden administration “parked at an outside financial institution” to keep it away from then-incoming President Donald Trump.
In a video posted to Twitter/X, Zeldin first drew attention to an undercover video by Project Veritas that was released two months ago. In the video, an EPA staffer spoke of the administration’s “insurance policy” against the then-incoming Trump administration.
The staffer, Brent Efron, reportedly a special adviser tasked with implementing then-President Joe Biden’s climate agenda, told undercover investigators that the EPA was purposefully funneling money to climate change nonprofits to keep his agenda alive after Jan. 20th.
“Now it’s [about] how to get the money out as fast as possible before they [the Trump Administration] come in … it’s like we’re on the Titanic and we’re throwing gold bars off the edge,” he explained.

In his own video posted to X, Zeldin said that his team has finally “found the gold bars” that Efron referenced.
“Fortunately, my awesome team at the EPA has found the gold bars,” he began. “Shockingly, roughly $20 billion of your tax dollars were parked at an outside financial institution by the Biden EPA. This scheme was the first of its kind in EPA history, and it was purposefully designed to obligate all of the money in a rush job with reduced oversight.”
“Even further, this pod of $20 billion was awarded to just eight entities that were then responsible for doling out your money to NGOs and others at their discretion with far less transparency. Just under $7 billion was sent to one entity called the Climate United Fund,” he added.
This entity describes itself as a “national coalition of experienced non-profit financial institutions investing in solutions that tackle our nation’s toughest economic and environmental challenges” and claims to provide “affordable, accessible financing for clean energy projects in communities that are often overlooked by traditional investing.”
“I’m sure you and I now have some of the questions,” Zeldin continued. “How do these organizations decide how to allocate funding? How much money have they given out so far and to whom? Are there any former Biden EPA staffers who are now working at these entities?”

Zeldin then called for the entities to return all of the money they’d taken from the Biden administration.
“The financial agent agreement with the bank needs to be instantly terminated, and the bank must immediately return all of the gold bars that the Biden administration tossed off the Titanic,” he said. “EPA needs to re-assume responsibility for all of these funds.”
He also revealed that he plans to refer the whole case to the EPA’s Office of the Inspector General.
“The days of irresponsibly shoveling boatloads of cash to far-left activist groups in the name of environmental justice and climate equity are over,” he concluded. “The American public deserves a more transparent and accountable government than what transpired these past four years.”
This all comes amid the push by the Department of Government Efficiency (DOGE) to rein in fraudulent and wasteful spending by the federal government, including the EPA.
“Aides with tech mogul Elon Musk’s Department of Government Efficiency have been granted access to EPA’s vast contracting system that details millions of dollars in agency spending,” E&E News reported Wednesday. “DOGE aides are looking for contracts that may run up against President Donald Trump’s executive orders.”

All this also comes amid an executive order signed by President Trump on Tuesday granting DOGE more power to conduct large-scale layoffs.
