Terrifying footage capturing the exact moment Sen. Rand Paul’s staffer was brutally stabbed on a Washington, D.C. sidewalk has been released.
Staffer Phillip Todd is seen in the footage walking with a friend on March 25, and he is suddenly attacked by a knife-wielding man who had just been released from prison. Todd is wearing a light-colored jacket and was shoved to the ground and stabbed several times in the broad daylight attack.
Todd’s companion rushed to his rescue by pouncing on the assailant, who got up and stumbled away leaving his knife lying on the sidewalk. Todd was left with serious injuries, suffering a fractured skull, punctured lung, and other stab wounds that could have been life-threatening.

Glynn Neal, 42, a D.C. resident, was eventually arrested for the attack and charged with assault with intent to kill, according to the Daily Mail. The police report said Neal had been “hiding in a corner” when Todd walked by.
No words were exchanged between Todd and Neal in the seemingly random attack — the assailant had just been released from incarceration the day before the attack after serving nearly 12 years in prison.
Paul, who suffered a brutal attack of his own in 2017 when he was blindsided by a neighbor and left with serious injuries, said in a statement after the arrest, “This past weekend a member of my staff was brutally attacked in broad daylight in Washington, D.C. I ask you to join Kelley and me in praying for a speedy and complete recovery, and thanking the first responders, hospital staff, and police for their diligent actions.”
He added, “We are relieved to hear the suspect has been arrested. At this time we would ask for privacy so everyone can focus on healing and recovery.”
The friend who came to Todd’s aid has been identified as Christopher Barnard, who identifies himself in his Twitter profile as the incoming president of the American Conservative Coalition, and he dismissed any notions that he is a hero.
