President Donald Trump’s list of those affected by his sweeping tariffs appeared to be missing the names of three major countries.
“My fellow Americans, this is liberation day, we’ve been waiting for a long time,” Trump said in a speech from the Rose Garden Wednesday as he unveiled his tariff proposals.

Conspicuously absent from his list and the chart he displayed were Mexico, Canada, and Russia.

“Trump leveled tariffs on Mexico and Canada prior to his tariff event on Wednesday on select industries, including a 25 percent duty on auto imports,” the Daily Mail noted. “A White House fact sheet revealed that goods from Canada and Mexico that complied with President Donald Trump’s USMCA trade deal signed in 2020 would continue to have no tariffs, but that non-compliant energy and potash would see a ten percent tariff.”
Speaking with Fox News following Trump’s announcement, Treasury Secretary Scott Bessent confirmed that “That stays exempt for now.”
He also pointed out why Russia would not be included in the tariffs.
“Well, Russia and Belarus we don’t trade with. Right?” he noted. “They are sanctioned.”

“My advice to everyone now is do not retaliate. Sit back. Take it in. Let’s see how it goes. Because if you retaliate, there will be escalation. If you don’t retaliate, this is the high-water mark,” Bessent noted.
“For Canada and Mexico, the existing fentanyl/migration IEEPA orders remain in effect, and are unaffected by this order,” a White House Fact Sheet explained. “This means USMCA-compliant goods will continue to see a 0% tariff, non-USMCA-compliant goods will see a 25% tariff, and non-USMCA-compliant energy and potash will see a 10% tariff.”

“The United States will no longer put itself last on matters of international trade in exchange for empty promises,” the White House fact sheet noted. “Reciprocal tariffs are a big part of why Americans voted for President Trump—it was a cornerstone of his campaign from the start.”
