Woke governor let biological male murderer move to women’s prison, sexual assault charges follow

A governor’s gender ideology prompted a Justice Department probe after a married Christian alleged she was punished for demanding action over alleged sexual assault by her male bunkmate.

Among the key complaints voiced by those happy to see Attorney General Pam Bondi’s departure from the Department of Justice was how the binder-gate Top Cop was good for a media soundbite, but little else. Now, a year after she contended Maine’s Department of Corrections had lost all “nonessential funding” for housing a male inmate with women, the convicted murderer remains and is the central figure in a complaint alleging sexual assault.

Represented by attorney Cynthia Dill, 41-year-old married Christian Katie Mountain is serving a 10-month sentence at the women’s Maine Correctional Center (MCC) for theft and burglary. However, she alleges her rights have been stolen after she was made to bunk with 27-year-old Andrew Balcer — who goes by Andrea — previously held at Maine State Prison.

“Mountain, who is 5 feet 2 inches tall, was placed in a cell with the 6-foot, 310-pound Balcer in January 2026,” a press release from Dill detailed. “According to the filing, Balcer subjected Mountain to graphic sexual stories, trapped her in a bathroom to forcibly kiss her, and made repeated threats of rape and impregnation. The complaint details disturbing behavior, including Balcer pointing to his crotch and making suggestive remarks about a ‘ten-man tent,’ and sitting by Mountain’s bed while she slept, telling her, ‘Don’t worry, if you don’t wake up it’s because I smothered you with a pillow.'”

Balcer is serving a 40-year sentence for stabbing his parents and their dog to death on Halloween 2016, and the DOJ had previously notified Maine Gov. Janet Mills (D) that it would be probing the MCC.

Instead of heeding her complaints about the male inmate’s alleged actions, the court documents contend Mountain was subjected to retaliation by the facility, placing her in segregation for refusing to return to her cell, where she feared she would be raped. During that time, she alleges she was denied her medication, clean clothes, and contends she “had no hygiene until day seven.”

Detailing her circumstances in a letter to The Maine Wire, Mountain wrote in part, “My roommate Andrea Belcer [Andrew Belcer] is still at the women’s center living [his] best life. He assaults women like me, and they look the other way, as I have now found I am the at least 6th girl he has done this to. I have all 6 other women’s names. The prison is doing nothing to stop him.”

“I am praying I can get my story out so I can make things safe for the women who come after me,” she wrote as the filed complaint aims to have the current gender ID law and related Department of Corrections policies deemed unconstitutional.

The Wire reported that, despite Bondi’s tough talk on cutting funding, Maine DOC Director of Government Affairs Jill O’Brien explained, “The federal government retracted its grant terminations … and no federal funding was cut. The Department has not cut back on programming or services.”

Meanwhile, a statement from Maine DOC to Maine’s Total Coverage expressed, “The Department of Corrections takes resident safety concerns very seriously. Anytime a resident makes a report of physical violence or harassment to staff, the department investigates,” and further claimed criminal referrals were made when investigations prove them warranted.
