Representative Maxine Waters, D-Calif., sparked a flurry of questions when she was seen not really doing a whole lot of anything, including blinking, while House Speaker Nancy Pelosi, D-Calif., was speaking to the press.
Waters appeared to be in her own world, looking off into the distance and not appearing to be interested in what was going on around her.

Perhaps explaining her rather lethargic expression is the news that, following the Summit of the Americas in Los Angeles, California, where the above video was taken, Waters and Canadian Prime Minister Justin Trudeau both tested positive for COVID-19.
Upon learning the news, she released a statement that declared she was experiencing “no symptoms,” but was “isolating” anyway as a precaution.
“Yesterday, after learning of a potential exposure at the Summit of the Americas in Los Angeles, I was notified that I tested positive for COVID,” Waters said. “I am currently isolating and have no symptoms. I am following all protocols as recommended by the Office of the Attending Physician and CDC guidance. I am grateful to be fully vaccinated and to have received two booster shots. If you haven’t received the vaccine and/or booster, I encourage you to do so. I am feeling fine and resting at home.”
