An NYPD press conference detailing their efforts to crackdown on a moped-riding, illegal alien gang included video of their brutal tactics — dragging a 62-year-old woman down the street.
The revolving door of recidivism in New York City has readily been compounded by the influx of criminal elements from abroad. Monday, the Big Apple’s finest made an effort to show they weren’t standing idly by as they announced the arrests of two suspects said to be tied to a citywide grand larceny pattern plaguing Gotham.
Featuring a clip from after Christmas where 62-year-old Irina Panteleeva was dragged on a Brooklyn street by a moped-riding thief who made off with her bag, glasses, keys, credit cards and phone, NYPD Assistant Commissioner Kaz Daughtry shared a video of NYPD Inspector Nicholas Fiore explaining how they were still after the alleged ringleader, 30-year-old Venezuelan-born Victor Parra.
“He’s the big target. He’s caused a lot of problems in New York City. And hopefully we’ll grab him, we get some headway on this,” said Fiore who noted how Parra got others to “go do his dirty work to grab phones and stuff.”
Most migrants come to NYC in search of a better life. Sadly, some come to commit crimes.

Speaking with the New York Post, Panteleeva, who could be seen colliding with a metal bike rack as the criminal made off with her belongings, expressed. “I feel bad, I feel bad.”
“The thieves stole my bag.”
As part of another press conference from One Police Plaza, law enforcement officials called out the arrest of two suspects tied to the ring identified as 19-year-old Cleyber Andrade and 23-year-old Juan Uzcatgui. Their arrest in the Bronx was connected to a group of moped-riding illegal aliens linked to 62 different instances of grand larceny, and potentially as many as 150.
While authorities emphasized Parra, who had previously been released by a judge after a December arrest for grand larceny the Post reported, they also identified six other known suspects: Samuel Castro, 27; Beike Jimenez, 21; Yan Jimenez, 25; Maria Manaura, 32; Anthony Ramos, 21; and Richard Saledo, 21.
NYPD Chief of Detectives Joe Kenny referred to the ring as a “sophisticated criminal enterprise” and said, “Parra will blast out a message via WhatsApp that he is looking for phones. And then the text will say, ‘I have money, I’m available, go get ’em.'”
“This network of thieves predominantly live in the migrant shelter system. They use social media platforms to organize and coordinate this. This is how they operate,” continued Kenny as the police explained drivers were making $100 per day in addition to $300 to $600 for the phone snatchers.
Authorities were still looking for seven other individuals in connection, three known and four unidentified.
While city officials had endeavored to save face after a mob of illegal aliens had been released without bail after assaulting officers, New York City Mayor Eric Adams (D) contended during the press conference, “We want to be extremely clear. It doesn’t matter if a person is a migrant, an asylum seeker or the person is a long-term New Yorker — you break the law, you will be investigated and it will be handled by our criminal justice system.”
“You should not be allowed to walk the streets of the city of New York if you are committing any form of criminal behavior that’s impacting the quality of life of New Yorkers,” he went on. “These people do not have a license to steal in our city.”
