It looks like the climax of a horror film.
Akron Police surround a detached garage in Kenmore, Ohio. Their guns are drawn.
Inside, a 23-year-old woman has been doused with gasoline. Her eyes are blackened from a beating with a baseball bat. She’s been shoved into a partially hidden hole in the ceiling.
Her captor, also in the garage, has, in the days since her alleged kidnapping, threatened to set her on fire.
And the whole, nightmarish scene was caught on the officers’ bodycams.

Chloe Jones casually knew William Mozingo, according to police. She believed him to be harmless, Fox 8 reports, and when he offered her a ride home in October, she accepted.
But Mozingo had other plans for Jones. Instead, he allegedly took her to the garage and locked her inside. Days later, the owner of the garage discovered Mozingo’s madness and called the cops.
“After being rescued by the police chloe spent 3 days in ICU with facial fractures, brain bleed, broken arm and fingers,” Jessi Barham, Chloe’s mom, wrote on GoFundMe. “She was tortured non stop over the 4 days she was held. She was tied up, doused with gasoline and threatened to be lit on fire. Chloe was beat from head to toe with a baseball bat and fists. She was held at knife point dozens of times and threatened to have her throat slit. She was forced to urinate on herself as she wasn’t afforded bathroom breaks.”
“My daughter was choked multiple times all while being told if she passed out he would cut her throat,” Barham continued. “He wanted her awake and fully able to comprehend everything he was doing to her.”
“My daughter is covered in massive bruises the size of my hand all over her body, and part of her face is paralyzed,” she said.
In a remarkable show of internal strength, Jones, wearing a hoodie to protect her still-healing skull fracture, chose to speak out about her ordeal, to warn other women.
“I want to tell the young girls across America, it’s not safe to get into a car with people you don’t know or a friend of a friend,” Jones told Fox 8.

Her days as Mozingo’s captive were “terrifying.”
“It was terrifying,” Jones said. “Being in fear of your life countless times, I can’t even count how many times he threatened my life.”
What kept her alive?
“My son did,” Jones said. “I thought about him every day. I just saw his face in my head every day.”
The worst part about Jones’s ordeal is that it should have never been allowed to happen.
“[M]y daughter was the 4th victim of Willam Monzingo, 3 time convicted kidnapper and violent offender,” Barham wrote on GoFundMe.
“There was no reason why this man should have been on the streets,” she stated. “He has proven time and time again that he WILL OFFEND AGAIN. They KNEW he was going to take another victim, and the justice system did nothing to prevent it. He only waited 4 months between being released from prison after his second victim to take another one. I hold our justice system accountable. This is NOT ACCEPTABLE.”
“Mozingo was arrested and charged with assault, unlawful restraint, kidnapping, abduction, parole violation and escape,” Fox News Digital reports. “He’s being held in Summit County Jail on $100,000 bond, according to jail records.”
Mozingo’s rap sheet includes “prison time for abduction in 2011, 2014 and 2019,” according to the outlet.

He also held a woman at knifepoint in a Walmart bathroom in 2017, according to records.
During the most recent attack in 2019, he kidnapped his ex-girlfriend, beat her and left her unconscious and undressed in his Canton, Ohio, home.
He served 18 months in prison before he was released on parole, according to court records.
“I will not rest until there are actual changes made,” Barham wrote. “I am going to scream from the rooftops until then.”
