The Daniel Penny Effect? Straphangers reportedly do nothing as subway slashing victim chases attacker

Three separate slashing incidents took place within minutes on a New York City subway, with one victim taking a video after she was slashed on the leg, bleeding everywhere, screaming and begging for help from passengers who did nothing as she chased her attacker.

Unbelievably, Manhattan straphangers just sat there on Sunday afternoon, blankly looking at the woman with no one offering to help her or go after her attacker, according to footage obtained by the New York Post.

“Somebody call 911! Somebody call 911!” the 28-year-old unidentified woman screamed. “Pull the emergency brake!”

The brave woman went after the fiend who allegedly slashed her leg despite dripping blood in her wake. She followed him through a door connecting two subway cars and videoed him casually walking away.

Approximately a dozen subway riders reportedly just stared at the woman as entered the car but none of them moved. It was the third attack in about 20 minutes by the same man, according to Fox News.

The reaction is in stark contrast to former Marine Daniel Penny and another man named Jordan Williams who stopped an unhinged man named Jordan Neely from attacking people on the subway. They were arrested for doing so after Neely was subdued and died.

The woman’s slashing reportedly occurred on the southbound No. 4 train at 4:30 p.m. just as the train neared the Brooklyn Bridge-City Hall station.

“I was on the train, texting my boyfriend,” she told ABC7-News in an interview. “Some random guy walked past me and sliced me — I don’t know what he used — and nonchalantly walked away. My body was in shock. I didn’t feel the pain right away. My first instinct was to get a video of him, and then [I] looked down and saw the blood coming down.”

Kemal Rideout, 28, was arrested Tuesday and charged with three counts of felony assault for allegedly slashing the three women. The unnamed 28-year-old who shot the video helped authorities identify the man so he could be taken into custody.

“She is a hero,” the woman’s mother told the New York Post in an interview on Wednesday after Rideout appeared in court and was ordered held without bail.

“She picked herself up. She did good. She got up and dragged herself through the train with her wounds and got a shot of him,” the woman’s mother recounted. “He was walking away slowly. He was walking nonchalantly. He didn’t run. He brought no attention to himself at all. You could see him going through the door. He was at the tip of the door. He looked back. He saw my daughter filming. He went through and shut the door.”

The woman who took the video was the most seriously injured of the three victims. A tourniquet was necessary to stop the flow of blood before she was whisked away to Bellevue Hospital. The cut appeared to go to the bone.

Aside from physical injuries that will leave the victim scarred, she has also experienced mental trauma from the attack.

“Her mental state will never be the same,” her mother asserted. “She will always be looking behind her back. I need her to see a therapist. Her mental state is not good. She has to speak about it.”

Rideout allegedly slashed his first victim, Bianchelli Diplan, 19, at about 4:15 pm at the 86th Street and Lexington Avenue station on the Upper East Side as she was walking up the stairs.

“I didn’t know he was behind me on the stairs,” Diplan recalled. “I felt the cut. It felt like somebody cut me deeply. I looked back at him, and he just stared at me, then walked away. I just started crying.”

Diplan had to have 19 stitches.

Rideout then allegedly attacked a second woman with what is thought to have been a piece of glass. She had to have 48 stitches.

He was finally taken into custody after being kicked off a city bus for not paying the fare. Police recognized Rideout because he was wearing the same shoes as the man in the slashing video, according to court papers. He was also holding a bag that contained the same t-shirt and pants.

The serial slasher has five priors in New York. They include attempted rape, assault, criminal mischief, and forcible touching, according to the New York Post.

According to authorities, in at least four of those cases, including the attempted rape and forcible touching charges in upstate New York, Rideout was able to plead “not responsible” by reason of mental disease or defect.
