There are now 5.7 million migrants in the U.S. according to Immigration and Customs Enforcement (ICE), and if the Biden administration has its way, they could all soon receive free medical services, food, and housing courtesy of American taxpayers.
“The record number of non-detained migrants being monitored by the federal agency — 2.4 million more than before Biden became president — was buried in paperwork detailing its ‘Release and Reporting Management’ (RRM) program,” the New York Post reports. “The plan is for vendors to join ICE’s monitoring of migrants through ankle monitors, phone apps and in-person check-ins.”

Under the initiative, the migrants would receive a host of benefits.
It is a program that would cost “billions,” former ICE director Tom Homan told The Post. It would effectively be a “welfare” program for those migrants who are waiting in U.S. communities for a court date.
“The RRM is just a push by the open border advocates to provide welfare benefits to 6 million people,” Homan said.
The Post explains:
RRM is anticipated to “replace all of ICE’s non-detained programs” and would “apply to the entire non-detained docket,” a question-and-answer form ICE published in September reads, clarifying: “The current non-detained docket is 5.7M.”
Those held in ICE detention for processing at the border or in facilities awaiting deportation are not included in the 5.7 million figure.
An RFI (Request for Information) form published on Aug. 17 lists the “community services” that will be provided to RRM participants: “legal assistance; psychosocial services; therapeutic services; medical services; food and clothing banks; housing; public transportation information; parental information; education information; and repatriation and reintegration services.”
“These services are designed to increase participant compliance with immigration obligations through information, stabilization, and support,” the RFI form reads. “Services will be individualized to each participant’s needs and may range from basic referrals to intensive direct assistance.”
“They’re going to give legal assistance to illegal aliens at the taxpayers’ expense to fight the government,” Homan said, adding that the combined services are a “massive giveaway that are going to cost billions of dollars.”
ICE sent out an RFI form to US “vendors” in an attempt to “gauge their interest in participating in the government-funded program,” The Post reports.
Thus far, RRM has not been rolled out. The Biden administration is still in the planning phase. But according to the ICE Q&A form, the administration will, in fiscal year 2024, send vendors a “Request for Proposal.”
Biden’s RRM initiative will “require additional funding” beyond what its predecessor, Alternatives to Detention (ATD) is already allocated, the Q&A form notes.
Meanwhile, the ATD program is using GPS or other technology to track just 194,632 migrants according to fiscal year 2023 ICE estimates. That means millions more migrants are untracked and able to freely roam the nation.
