A brutal rapist was let out for “good behavior” by leftist authorities and is now the prime suspect in the vicious murder of a young Baltimore tech entrepreneur.
Jason Billingsley, 32, who is considered a serial rapist, was arrested in Bowie, Maryland Wednesday following 26-year-old Pava LaPere’s murder, according to the New York Post. He is being charged with first-degree murder.
He was originally serving a 30-year sentence in prison that started in 2015. He was released in 2022, not on parole, but because he earned enough good-behavior credits to get out.
LaPere was the founder of EcoMap Technologies. Police believe that somehow he tricked her into letting him into her apartment building by claiming he had forgotten his keys. They later found her badly beaten and partially clothed body on the roof of the luxury Mount Vernon apartment.

“Surveillance footage shows LaPere arriving home Friday night and sitting on a couch in the lobby when Billingsley approached the building and waved her over to the glass door, police said. She opened the door and started talking to him, and they were seen getting on the elevator together, according to the warrant,” the Associated Press reported.
Billingsley was then seen “scrambling for an exit” less than an hour later while wiping his hand on his shorts as he left the apartment building, according to police.
The suspect has a long, violent rap sheet that dates back to 2009 when he was 18. He pleaded guilty to first-degree assault and second-degree assault in 2009 and 2011. Then he served time behind bars for raping a 25-year-old woman in 2013. The suspect had applied for parole in 2020 and was turned down, according to the Baltimore Banner. He appealed and was denied a second time.
In Maryland, a mandatory release was triggered for Billingsley in October 2022 when he earned enough “diminution credits” to get out. The Justice Reinvestment Act set him free after approximately nine years and three months of a 14-year sentence that was too lenient to begin with.
The 6 ft. 2 in., 305 lb. convict was charged with first-degree rape in July 2013. He pleaded guilty in February 2015. He was set to get 30 years for the sex offense, but 16 years of that term were suspended.

That act has been adopted by leftists in a number of states including Maryland. It is supported by groups such as the Safety and Justice Action Fund which has actively campaigned for progressive district attorneys across the nation. It is also linked to George Soros’ Open Society Foundation.
Under the “diminution credit” system, an inmate in Maryland can earn up to 30 days per month toward their release, according to a 2020 state report. If you are doing time for violent crimes, lengthy drug sentences, or sex offenses, you can earn up to 20 days per month toward early release.
“Maryland’s diminution credit system has evolved over time to become a unique and complicated scheme,” Claire E. Rossmark, the author of the report, noted.
“The system is administered by the Commitment Unit within DOC. The State is in accord with most other states in allowing good conduct credits as well as earned time credits to reduce the length of an inmate’s incarceration… The Justice Reinvestment Act expanded diminution credit availability such that many State correctional facility inmates may reduce their incarceration time by as much as 50% through good behavior and program participation,” she added.
After being released, Billingsley was under mandatory supervision according to police. He was already being sought in another violent rape and attempted murder when LaPere was killed.

On Sept. 19, a man fitting Billingsley’s description was involved in the “targeted” gunpoint rape of a woman. Billingsley knew the victim of the attack and was let into her apartment, according to Baltimore Police Commissioner Richard Worley who spoke with CBS News.
He duct-taped both her and the man she was with and then raped the woman repeatedly. He slashed the woman’s throat and then set both of them on fire.

“Police began tracking Billingsley’s phone, financial transactions, and other possible leads on Sept. 20 — but he evaded capture, despite officers frequently coming within several steps of his location, Worley said,” the New York Post reported.
