Donor fraud investigation targeting ActBlue donations to Biden-Harris campaign

ActBlue donations to the Biden-Harris campaign are the subject of a donor fraud investigation by a Republican group that has said it has discovered thousands of potential violations.

The Fair Election Fund, an election integrity watchdog group that launched in May with the help of former Georgia Congressman Doug Collins, said in a press release that it has “turned over the data on hundreds of verified leads to Republican Attorneys General from across the country who will continue to conduct or may initiate investigations.”

“The first phase of the group’s investigation conducted from late July to early August found over 60,000 potential cases where individuals listed as small-dollar donors on the Biden-Harris campaign’s recent FEC report did not recall making the donation that was listed in their name,” the release said.

‌The GOP group said it has “spent $250,000 to obtain and verify its 60,000 leads and will continue to add to its investment in the coming weeks,” adding that its probe is focusing on “why ActBlue did not have proper security protocols and donor verification processes in place until recently, including not having a CVV code requirement for donations via credit card.”

“Fighting for fair elections means a lot more than just ensuring the American people can have confidence in the voting process, and that’s why the Fair Election Fund is expanding to this new frontier of election integrity,” Collins said in a statement. “If the Democrat money machine is secretly stealing the identities of unsuspecting Americans in order to launder money to Kamala Harris, then it will be the biggest scandal in modern presidential history and the perpetrators will be held accountable.”

“We must get to the bottom of these irregularities to give the public peace of mind that the fundraising landscape in this election is free from fraud and we will not rest until we do,” he added.

Steve Marshall, the attorney general of Alabama, is one of the state officials receiving the data on hundreds of verified leads.

“We are grateful to Fair Election Fund for sharing these concerning findings with us, as we explore whether any of our constituents have been defrauded by ActBlue,” Marshall said. “Any donor fraud whatsoever compromises the fairness of our elections and cannot be tolerated. Our republic depends upon Americans trusting the electoral process and we will aggressively pursue any lead that threatens to undermine public confidence.”

Texas Attorney General Ken Paxton opened an investigation into ActBlue’s operations in December 2023, saying the entity “has been the subject of numerous allegations of illicit activity, including that its platform may enable fraud.”

“ActBlue has cooperated with our ongoing investigation. They have changed their requirements to now include ‘CVV’ codes for donations on their platform,” he said in a statement last week. “This is a critical change that can help prevent fraudulent donations.”

“But it is most important that we enforce the law and protect the integrity of our elections,” Paxton continued. “Certain features of campaign finance law may incentivize bad actors to use platforms like ActBlue to covertly move money to political campaigns to evade legal requirements. While campaign finance is protected by the First Amendment, suspicious activity on fundraising platforms must be fully investigated to determine if any laws have been broken.”
