Green ‘non-profit’ group influencing Biden admin’s policies deeply tied to Chinese communist government

A decades-old, major environmental non-profit organization that is actively influencing the Biden administration’s green policies has deep ties to China and the Chinese Communist Party (CCP).

On its website, the Natural Resources Defense Council (NRDC) claims it has been working “to safeguard the earth—its people, its plants and animals, and the natural systems on which all life depends” since 1970. With total assets topping $450 million, the charity boasts “the power of more than three million members and online activists with the expertise of some 700 scientists, lawyers, and policy advocates across the globe.”

And the group’s reach extends right into the White House.

The organization’s former president, Gina McCarthy was, from January 2021 to just this month, President Biden’s climate czar, according to an explosive Fox News Digital report, and visitor logs reveal that its new president, Manish Bapna, has attended at least two meetings at the White House.

Internal State Department emails obtained by Protect the Public’s Trust, a watchdog group comprised of retired and former public servants “with decades of experience in government,” show that the NRDC is also in regular communication with Special Presidential Envoy for Climate John Kerry’s office to discuss policy issues.

The group’s global presence includes Canada, India, and Latin America, but, apart from its New York base, its only other office is located in the Chinese capital of Beijing. On the Chinese version of its website, it states it is “registered under the Beijing Municipal Security Bureau and supervised by the National Forestry and Grassland Administration of China,” according to Fox News.

“The NRDC’s most recent tax filings showed that the Chinese office is staffed with 35 employees and has a $4.2 million annual budget,” Fox News reports. “By comparison, the group’s international work in North America, South America, South Asia, and the Middle East has 11 staffers and a $1.1 million annual budget.”

“It is unclear whether the NRDC accepts direct or indirect funding from individuals or organizations affiliated with the Chinese government,” Fox News continues. “The Internal Revenue Service generally doesn’t require nonprofit organizations to publicly disclose donor information.”

What is clear is that the NRDC actively targeted President Donald Trump’s administration. In December 2019, the organization bragged about filing its 100th lawsuit against Trump’s administration.

“No administration is above the law — and the NRDC will continue to prove that,” it stated at the time.

Disturbing is the number of key members of the NRDC’s Beijing office that have either worked at one time for the CCP or left the NRDC for a Chinese government position.

Included among these members are the director of NRDC’s China program, a senior project manager, a current senior strategic adviser for the China program, the director of the group’s city project, and a project manager for the organization’s climate and energy project in China.

In a statement to Fox News Digital, the managing director of NRDC’s international program, Amanda Maxwell, wrote: “We strive, in all of our offices, to build teams centered around the most knowledgeable and effective staff available. In approving our advocacy positions, in China and the United States, we rely on our U.S.-based executive leadership, and no one else.”

“And there’s no question that all major emitters of greenhouse gases – including the United States, the European Union, China, India, Russia and others – must work to cut the carbon pollution that’s driving the climate crisis,” she added.

The group has involved itself through legal efforts with U.S. “domestic oil and gas drilling programs, coal plants, the Keystone XL pipeline and critical mineral mining projects,” Fox News reports.

According to H. Sterling Burnett, the director of the Heartland Institute’s Center on Climate and Environmental Policy, the NRDC’s concerns have little to do with the environment and a lot to do with grabbing “power.”

“For the enviros, it’s really all about power,” he told Fox News Digital. “It’s not about greenhouse gas emissions, is it? Well, if it was, they’d be talking about China all the time, non-stop. They’re not.”

“Why is NRDC not attacking China?” he continued. “First off, they know that China can just kick them out. Secondly, it’s hard to bite the hand that feeds you. If you’re being paid not to criticize somebody, then you don’t need to criticize them.”

But things for the NRDC may get a little more difficult if Republicans regain the House in the upcoming midterm elections.

According to a spokesperson for House Natural Resources Committee Ranking Member Bruce Westerman (R-Ark.), “The ties environmental groups, like NRDC, have to China is something we are continuing to keep close tabs on. We’ve done a lot of oversight this Congress and it will continue to be a top priority for Ranking Member Westerman if we take back the House.”

Westerman, along with former Rep. Rob Bishop (R-Utah) have had the NRDC on their radar since at least 2018, when the duo penned a letter to the NRDC, asking for more information on its China ties and suggesting that the group may need to register as a foreign agent.

“The NRDC’s relationship with China has many of the criteria identified by U.S. intelligence agencies and law enforcement as putting an entity at risk of being influenced or coerced by foreign interests,” Bishop, who was then the chairman of the Natural Resources Committee, and Westerman wrote.

“The NRDC’s involvement in China spans two decades and represents a significant investment of time and resources. The NRDC’s ability to work in China is dependent on the goodwill of the Chinese Government,” the letter continued. “When engaging on environmental issues concerning China, the NRDC appears to practice self-censorship, issue selection bias, and generally refrains from criticizing Chinese officials.”

Neither the White House nor the State Department responded to Fox News Digital’s requests for comment.
